Is Your Scrap Metal Dealer NEA-Licensed? What to Check Before You Deal

Scrap metal collection in Singapore isn't an informal trade — it's regulated waste management. Anyone collecting scrap from homes, offices, construction sites or factories and moving it through the waste stream is expected to hold the right licences from the National Environment Agency (NEA). Yet not every "scrap collector" who turns up with a lorry actually does. Here's why that matters, and how to check before you deal.

Why Licensing Matters

It's how Singapore keeps waste out of the wrong places. Licensed collectors are accountable for where scrap actually ends up — properly sorted, recycled or exported through approved channels, not dumped or burned informally.

It protects you as the waste generator. If your business hands scrap or e-waste to an unlicensed party and it's handled improperly, the reputational and compliance fallout can land back on you, not just the collector.

It matters even more for hazardous materials. Items like batteries, air-conditioners, transformers and equipment with residual oils or refrigerants need to be handled by parties equipped to do so safely and legally — not just hauled away.

It's usually a sign of a more reliable operator overall. A business that's invested in proper licensing tends to also invest in proper weighing, fair pricing and consistent service.

What to Check Before You Deal

Ask to see their licence

A legitimate collector should be able to confirm their registration without hesitation. If a collector avoids the question, treat that as a red flag.

Look for a registered business, not just a lorry

A proper company name, GST/UEN registration, a fixed business address and a paper trail for the transaction are all good signs.

Expect proper weighing and pricing

Licensed operators generally weigh material on site and price it transparently against market rates, rather than an informal on-the-spot guess.

Be extra careful with hazardous items

For batteries, air-conditioners, refrigerants or oily equipment, only use a collector who can explain how it will be handled — not just "we'll take it away."

Where We Stand
